West Blount Fire & EMS District
 
The Board of Trustees for West Blount Fire and Emergency Medical Services District met at Fire Station No. 1 on March 12, 2020, the meeting was called to order at 7:10 PM by Greg Reid, Chair, with prayer led by Billy Giddy.  Four Trustees were present plus JJ Ivey, Fire Chief, Melissa Thomas, Treasurer, Diane Cox & Lisa Morgan, Billing Managers.   Marty Stover had a conflict with work.      

The minutes of the January 9 and February 13, 2020 meetings were accepted on motion by Billy Giddy, seconded by Annette Cox.  

Financial report – The operating balance for February was $382,431.34.  Total receipts were $85,015.92, including dues of $78,476.20.  Total expenses were $33,059.60, including payroll of $25,124.77.   

The Financial Report was accepted on motion by Annette Cox, seconded by Billy Giddy.

Chief’s Report

Total calls for February were 115 (including 12 out-of-area calls:  3 Mt. High/Ricetown; 2 Bangor; 1 Locust Fork/Dallas Selfville; 5 Nectar/Cleveland; and 1 Warrior): 58 medical, 3 structure fires, 10 auto accidents, 2 fire alarms, 0 vehicle fires, 17 public service, 1 wild fire, 10 fire other, 2 911 hang-up.  Breakdown by fire station:  Sta 1 – 45; Sta 2, Smoke Rise – 52; Sta. 3, Sugar Creek 4; Sta. 4, Nyota – 2.  .

Other items reported include:
    Request from Nectar to annex to our district
    A car from BCSO has been received, allowing the old explorer to be surplused
    Application has been made for 2020 grants
    Total of 10 new volunteers

The Chief’s report was accepted on motion by Annette Cox, seconded by Billy Giddy.

Old Business

Budget – Chief JJ Ivey would like to have added an incentive for going on structure fires, instead of $10 a call, raise to $50 a call, and make it retroactive to first of the year.  

A motion was made by Dolores Fort, seconded by Annette Cox, to incorporate this change into the proposed budget, and  to accept the new budget as amended.  Motion passed

Billing Update – At the end of February there were 28 total CLA’s (conditional lien agreements) on file, 1 was paid in full with no new accounts added.  The attorneys have a total of 251 accounts, 9 with payment plans, 164 accounts have liens.  We received a check from MSN (Massey, Stotser, & Nicholas) for $2,053.11 in February, making total collected from MSN since 2018 of $49,288.13.  There were 2 new accounts added in February.   There were 47 new exemptions approved in February, making total exemptions for the year of 57, and 2 exemptions denied.  Fire dues received in February was $78,431.20, plus $195 assessment fees and

$6,347.82 other, totaling $84,974.02 (2019 total at the same time was $85,160.28.).There are 2176 accounts in the system with a balance totaling $552,170.66, which includes all outstanding dues from the beginning. There are 3,674 total accounts in the system.  So far this year there has been 41% participation for payment of fire dues.

All past dues have been collected on 2 bankruptcies that have been foreclosed; 4 accounts with bankruptcies have been billed (2 were written off and 2 have payment plans with MSN).  There are 5 remaining still needing clarification.

The annual notice in the Blount Countian has been ordered and paid.

New Business

A note was read from Lela Logan expressing her gratitude to the fire department for their assistance during the time of Bill Logan’s death.  She thanked the department for everything and stated she was so proud of our fire department.     

Phil’s Grill has closed.  Philip Niblett will still do catering, so our December dinner is covered.

The next meeting will be April 9, 2020, 7:00 PM at Fire Station 1.
