West Blount Fire & EMS District
 
The Board of Trustees for West Blount Fire and Emergency Medical Services District met at Fire Station No. 1 on August 12, 2021, the meeting began at 7:00 PM led by Greg Reid, Chair, with prayer by Billy Giddy.  All five trustees were present plus JJ Ivey, fire chief, Melissa Thomas, Treasurer, and Diane Cox and Lisa Morgan, Billing Managers.        

The notes of the July 8, 2021, meeting were read with one correction, total expenses were $661,941.91, not $1,661,941.91.

Financial report – The operating balance for July was $427,601.77.  Total receipts were $34,201.39, including dues of $24,897.42 and Grant awards of $9,248.04.  Total expenses were $56,257.17, including payroll of $24,094.08.  Total upcoming known large expenses include two insurance payments due in November of $1,414.25 and $3,715.75.

The financial report was accepted on motion by Annette Cox, seconded by Marty Stover.  

Chief’s Report

Total calls for July were 130, including 6 out-of-area (4 – Mt. High / Ricetown; 1 –  Locust Fork / Dallas/Selfville; 1 Warrior): 75 medical, 3 structure fire, 10 auto accident, 3 fire alarm, 2 vehicle fires, 39 public service, 1 wild fire, 0 fire other, 7 tree down.  Breakdown by station = Sta. 1 Hayden, 61; Sta. 2 Smoke Rise, 60; Sta. 3 Sugar Creek, 6; Sta. 4 Nyota, 3.  

We are not making any of Nectar’s calls.  Cleveland fire department will not go with Nectar because Nectar has no firemen.  They may start offering pay-per-call to hopefully get some volunteers.  We may need to specify what type of mutual aid calls we will answer.  Volunteers are a problem throughout the county.  A suggestion has been made to go to the county commission about establishing a county-wide district.

Also reported:  
    We received the Forestry Grant of $1,600, which will purchase 16 sections of fire hose at $100 a section.
    The Garner Grant of $3,000 has been received and will be used to purchase 3 mattresses and new raincoats.
    The generators are not yet available
    The lawn mower from station 3 is gone; game cameras were requested for both stations 3 and 4 at a cost of $500 for both with a $200 per year service fee

The chief’s report was accepted on motion by Annette Cox, seconded by Marty Stover.  
 
Old Business

Billing Update – At the end of July there were three total CLA’s (conditional lien agreements) are on file.  The attorneys have a total of 223 accounts, 6 paid in full.  A check was received for $2,270.42 from MSN (Massey, Stotser, & Nicholas) for July collections.   Three new accounts were added in July.  Fire dues received in July was $24,537.42, plus $360 assessment fees, totaling $24,897.42 [income from July 2020 was $33,360.25].  Total collected for 2021 is $472,666.65.  There are 872 accounts in the system with a balance totaling $320,972.89 at the end of July, which includes all outstanding dues from the beginning. accounts in the system.  So far this year there has been 77% participation for payment of fire dues.

Certified letters will be sent in August to 97 accounts in arrears.  Those with Hayden addresses will be taken to the Hayden post office, and those with Warrior addresses to the Warrior post office, this is to hopefully cut down on the number of undeliverable mail experienced during the last certified mailouts.

The notary license will be updated for another four years. .  

A question was raised about establishing an alternate means of payment, such as venom.  This will be brought up at the next meeting after further investigation has been done with FDARS and the water payments at Hayden.
