Board of Trustees May 13, 2021
West Blount Fire & EMS District
The Board of Trustees for West Blount Fire and Emergency Medical Services District met at Fire Station No. 1 on May 13, 2021, the meeting was called to order at 6:30 PM by Greg Reid, Chair, with prayer led by Billy Giddy. All Trustees were present plus JJ Ivey, Chief, Melissa Thomas, Treasurer, and Diane Cox, Billing Manager.
The minutes of the April 8, 2021 meeting were accepted on motion by Marty Stover, seconded by Billy Giddy.
Financial report – The operating balance for April was $600,202.32. Total receipts were $49,302.78, including dues of $49,227.49. Total expenses were $38,185.10, including payroll of $25,748.06, and maintenance and repair of $4,658.31.
The Financial Report was accepted on motion by Marty Stover, seconded by Annette Cox.
Chief’s Report
Total calls for April were 138, including 9 out-of-area (4 – Mt. High/Ricetown; 1 – Bangor; 1 – Locust Fork/Dallas/Selfville; 3 – Nectar/Cleveland): 77 medical, 1 structure fire, 12 auto accident, 7 fire alarm, 4 vehicle fire, 32 public service, 1 wild fire, 3 fire other, 1 tree down. Breakdown by Station = Sta. 1 Hayden, 59; Sta. 2 Smoke Rise, 68; Station 3 Sugar Creek, 7; Station 4 Nyota, 4.
Other items reported include:
Monitors and new AEDs have been received
ISO inspection will be May 25
1971 (Ladder Truck) is still in the shop
There were 3 fraudulent unemployment claims filed, which have been resolved
New tarps are needed
The Chief’s report was accepted on motion by Annette Cox, seconded by Marty Stover.
Old Business
Billing Update – At the end of April three total CLA’s (conditional lien agreements) are on file. The attorneys have a total of 243 accounts, six were paid in full, and 39 new accounts were sent on April 19. We received a check from MSN (Massey, Stotser, & Nicholas) for $5,247.49 in April, for a total received in 2021 of $8,568, making total collected from MSN since 2018 of $84,183.57. Six new accounts were added in April. There were 25 exemptions approved, making a total of 106 so far for the year, and two were denied, totaling three so far this year. Fire dues received in April was $49,017.49, plus $210 assessment fees, totaling $49,227.49
[income from April 2020 was $40,040.58]. Total collected for 2021 is $407,883.16. There are 1,087 accounts in the system, a decrease of 265 from last month, with a balance totaling $384,945, which includes all outstanding dues from the beginning. There are 3,733 total accounts in the system. So far this year there has been 71% participation for payment of fire dues.
A $15 late fee was added to 964 accounts on April 14th, totaling $14,460.

New Business
July 4th – On motion by Marty Stover, seconded by Annette Cox, the department will provide free ice cream again, as we did two years ago. This year we will purchase 400 – 500 cups.
