Board of Trustees June 10, 2021
West Blount Fire & EMS District
The Board of Trustees for West Blount Fire and Emergency Medical Services District met at Fire Station No. 1 on June 10, 2021, the meeting was called to order at 7:05 PM by Greg Reid, Chair, with prayer led by Billy Giddy. Four Trustees were present plus JJ Ivey, Chief, Melissa Thomas, Treasurer, and Lisa Morgan, Billing Manager.
The minutes of the May 13, 2021 meeting were accepted on motion by Annette Cox, seconded by Billy Giddy.
Financial report – The operating balance for May was $591,272.67. Total receipts were $22,879.27, including dues of $19,018.47. Total expenses were $31,808.92, including payroll of $23,913.73. We received a credit from workers comp of $10,507, which will be applied toward our next year’s payment.
The Financial Report was accepted on motion by Annette Cox, seconded by Billy Giddy .
Chief’s Report
Total calls for May were 175, including 10 out-of-area (4 – Mt. High/Ricetown; 2 – Bangor; 2 – Locust Fork/Dallas/Selfville; 2 – Nectar/Cleveland): 82 medical, 5 structure fire, 8 auto accident, 7 fire alarm, 0 vehicle fire, 49 public service, 3 wild fire, 7 fire other, 8 tree down. Breakdown by station = Sta. 1 Hayden, 82; Sta. 2 Smoke Rise, 67; Sta. 3 Sugar Creek, 15; Sta. 4 Nyota, 11.
Public Service calls are calls for assistance, there is one household that this happens on a continuous basis, which may indicate that DHR needs to be contacted to get involved because there could be issues that may involve a dangerous situation.
Other items reported include:
Will be receiving $10,000 from a COVID grant to purchase medical equipment
ISO inspection was done, the inspector will be coming back for a study on Station 4
Engine 1971 is finally back from the shop and in use
The Chief’s report was accepted on motion by Annette Cox, seconded by Billy Giddy..
Old Business
Billing Update – At the end of May three total CLA’s (conditional lien agreements) are on file. The attorneys have a total of 243 accounts. No check was received from MSN (Massey, Stotser, & Nicholas) for May due to a computer problem in their system. April and May collections will be sent together in June. Three new accounts were added in May. There were 7 exemptions approved, making a total of 113 so far for the year. Fire dues received in May was $18,838.47, plus $180 assessment fees, and $597.55 Land Fill Tax, totaling $19,616.02 [income from May 2020 was $32,508.21]. Total collected for 2021 is $427,499.18. There are 1,024 accounts in the system with a balance totaling $344,471.53, which includes all outstanding dues from the beginning. There are 3,742 total accounts in the system. So far this year there has been 73% participation for payment of fire dues.
Late notices will be sent out the end of June.

The billing office will be closed June 14th because of bus recertification class. A notice will be put on the Fire Department’s Facebook page.
July 4th – A request was made from the Blount County Board of Education to have several fire trucks at the event, especially one on the field when the fireworks begin. They also requested to have several fire extinguishers.
